The EU disposes of a very limited leverage toward its member state to impact the level of corruption at the national level whereas in candidate state the democratic conditionality permits it to shape the national policies. However with the economic crisis, EU has gained new powers in shaping the agenda of the reform taken in Greece through the policy conditionality accompanying disbursement of financial assistance. Hence the question is what policies are carried out by the EU to fight corruption in Greece and Albania. The foundation of EU being the free market, the logic assumption is that the EU, in its quality of policy maker toward candidate states, has developed a comprehensive strategy to fight corruption within the market targeting the distortions of competition caused by corruption, and transposed that strategy to Greece. The first part discusses the phenomenon of corruption from a theoretical point of view, on the one hand it defines the notion, on the second hand it discusses market oriented policies in fighting corruption. The second part assesses the context of corruption in Greece and Albania in order to understand the challenges of it in policing against the distortion of competition brought about by the issue of corruption. The third part evaluate EU policies in both country and their implementation to assess the adequacy of the policies and the leverage of the EU. The main findings of this paper, are the following : The EU has adopted a trial and error strategy to fight corruption within the market, and as a result proposes tailor-made reforms adapted to national situation ; Furthermore in Albania as in Greece, the EU do not specifically target corruption within the market but proposes broad reforms impacting directly or indirectly corruption which is made possible by its extended leverage within this two countries; There is to be noted that the success, and the evolution of the policies cannot be separated from the national political will.
