Health legislation for Legionella spp in the European Union and other countries of the western world. Proposal for health provision in Greece
Summary:
The aim of this thesis is to study the legislative framework for Legionella spp
and
Legionnaires’ disease in European Union countries, and in other specific
countries outside
the European Union. The framework includes laws, regulations, standards, codes,
directives
and generally all documents related to the practical implementation of
legislation that affect
the current policy of every country to protect the population against the
bacterium Legionella
spp. At the beginning general data on the causes, growth factors and
pathogenesis of Legionella
spp are presented. This information is useful in order to better understand the
concepts and
the procedures discussed below. The possible relation between the increase of
cases of
Legionnaires' disease and global climate change is presented and then, there is
a reference to
the control and disease prevention, after having described the risk factors
first.
Subsequently, the current international legal framework is presented, as well
as health
policies adopted against Legionella spp in countries outside the European
Union. There is
also an extensive report on the legislative measures developed by a number of
European
countries, identifying specific legislation on occupational health and safety.
Particular emphasis is given to the Greek legislation. Given the absence of a
specific
legislative framework for Legionella spp, there is a Sanitary Provision
proposal at the end,
with reference to the relevant circulars that are already posted by the
Ministry of Health.
