Summary:
This paper seeks to assess the implementation of E.U. industrial pollution
policy in Greece. Specifically, it probes into the Integrated Pollution
Prevention and Control Directive (96/61/EC- IPPC), which is of particular
importance due to the innovations it brings into force in the field of
environmental policy. The implementation of these innovations challenges the
domestic institutional balance and exerts pressure for adaptation. The single
permit requirements, which aim at protecting the environment as a whole, the
introduction of a European pollutant emission register (EPER) and, last but not
least, the establishment of a policy network in Seville, in order to define the
best available techniques (BAT) are by and large the novelties of the IPPC
directive. How does the Greek public administration respond to those
requirements in order to secure effective implementation of the directive?
Which are the institutional actors that favor or hinder effective policy
harmonization? The present study addresses these two fundamental questions by
analyzing the administrative, structural and procedural changes to the greek
permit system and the attitude of the public and private actors involved in the
implementation of IPPC Directive.
