Summary:
This paper argues that problems are constucted by policies intended to treat
them. This process brings about changes in the way the field which the policy
addresses is generally conceived.
In order to test the above hypothesis, this paper examines the gender quota
policy. According to it, one third is set as a minimum quantitative
prescription for the number of nominees of each sex in Municipal and
Prefectural elections in Greece. The electoral gender quota was introduced in
2001 and has already been implemented in the local elections of 2002 and 2006.
Approaching the issue from the viewpoint of public policy, through the study of
the political discourse on the policy in question, the paper attempts to reveal
the process of the contruction of the problem by a critical approach of the
content of the policy, based on feminist views and views on democratic
representation, since women and democratic representation are the two poles
defining the content of the policy under discussion.
Based on the critical approach of the content of the policy, the demarcation of
the problem through political discourse is exposed and its contruction is
showh.
