Summary:
During the last decades the number of natural disasters has risen remarkably
both in global and in European level. Catastrophic phenomena are particularly
severe in the southern part of the European continent and because of the
subduction of the African plate beneath the Eurasian plate, destructive seismic
events are quite often.
Apart of the human casualties natural disasters and specifically earthquakes,
have a direct and lasting effect on the built environment, and the
socioeconomic structures. The impact assessment relates on the ability of the
population and the Government to address effectively a catastrophic event so
that the community returns faster in the pre-disaster condition. To rationalize
a natural disaster in a post- catastrophic stage operational planning and
prevention is totally necessary. The monitoring and recovery of the
constructions after a devastating effect, must be accurate and complete in
order to achieve rapid restoration of social and economic conditions and the
safe return of the residents to their property.
This dissertation examines the procedures of inspection and reconstruction of
the built environment after an earthquake. The June 8, 2008 Andravida (Greece)
earthquake and the April 6, 2009 L'Aquila (Italy) earthquake were selected as
comparative case studies. These earthquakes were chosen mainly due to their
timing in two neighboring countries of the European Union.
The research performed for the purposes of this project was based on interviews
and field research and an extended literature and desk research. Interviews
were conducted with Greek and Italian representatives and officials, the
current legislation (in Greece and Italy) was carefully reviewed, Greek and
international literature and web sources of information were used, along with
an extensive evaluation of the available archives of the Earthquake Damaged
Buildings Compensation Service and the information provided by the Italian
Civil Protection.
