Summary:
Natural disasters that strike human societies, apart from material and human
loses, cause the disruption of the socio-economic system. The actions, the
projects and the policies that will be implemented during the phase of
reconstruction will influence the speed of recovery of the system in its prior
state, whereas the strategy that will be followed will determine its form in
the post-disaster era. The disaster that Ilia experienced in August 2007,
caused huge disasters in the economic activity of the area and on the built and
natural environment. The size of the disaster and the human losses had as a
result an unprecedented mobilization of different actors that targeted in the
fast reconstruction of the area and the relief of the people affected by the
fire. Examining the situation of the area three years after the disaster,
someone can come to the conclusion that Ilia has followed a reconstruction
strategy that was characterized by fragmented, non cohesive projects, from a
lack of long-term vision and from disorganized public and local services. While
the prefecture recovers slowly towards its prior state, the opportunity for a
change in the development pattern and the betterment of the existing system of
administration seems that has been lost.
