Summary:
Electricity is a public good that was offered in most European countries from a
single, state owned, company. The reason of the concentration is no other than
that of the World War II and the devastation which was inflicted on the
countries. The governments of the time, considering of the greater importance,
created a single, vertically integrated and state owned monopoly, that would
generate and trade Electricity based on the needs of the central Government.
However, in recent years, European electricity markets are under restructure
due to the European Union's decision to create a large scale internal market
for the Electricity, by introducing the competition into the independent state
markets. The scope of this Thesis lies in presenting the most important aspects
of this process and, mainly, the path that those markets should follow in order
to open up to the competition. Following the telecommunications' industry
example, this process is accompanied by the establishment of a relevant
Independent Regulation Authority whose purpose is to protect both the community
from the arbitrariness of business practices and the new entrants to the
markets from the incumbent companies. Regulation Authorities have at their
disposal a set of tools: the Regulation Policies. In the following chapters, we
will present the most important ones.
