Summary:
In this thesis, we study the efficiency implications of the entrants’
make-or-buy decisions when assuming that in the case of “make” (respectively,
“buy”) both firms (respectively, only the incumbent) can make an investment in
new infrastructures which leads to the provision of better quality services.
The results of this thesis can be an advisory manual not only for the
telecommunications operators, but also for academic researchers and policy
makers. In a more special way, we base our analysis upon the “Hotelling with
hinderlands” model. Our calculations and mathematical process are displayed
thoroughly. Our model derives the range of input prices that induce the entrant
to undertake: (a) the productively efficient make-or-buy decision; and (b) the
socially optimal make-or-buy decision. We also remark the impact of input
prices on the investment levels. The main conclusion of this thesis is that the
entrant’s productively efficient make-or-buy decision is not necessarily
socially optimal. Last, this thesis examines the conditions under which the
efficient and/or socially optimal make-or-buy decision undertaken by an entrant
fulfills the regulatory two-fold goal of fostering service-based competition
(i.e. promoting static efficiency) and encouraging facilities-based competition
(i.e. promoting dynamic efficiency).
