Public service television in Europe is an institution with a long tradition (1936 - until today), having made significant progress in the communication field of the various countries. The mission, legitimacy and viability of this institution have been challenged over the years because of the developments in the communication field, mostly related to phenomena such as the deregulation of television, the globalization and digitization of communications as well as the convergence of technologies and Media. This PhD thesis, considering the above changes, attempts to study the course of public service television in the European and Greek context. For this reason, the research is divided in two parts.
In the first part, which is devoted to Europe, I study issues related to the birth of the institution, the destabilization caused by the emergence of competition, its financing as well as the reform taking place now under the influence of the digital-internet era. In the second part, which is devoted to Greece, the same issues are studied in the light of the changes of the Greek communication field with the aim to become evident the peculiarities of the Greek case.
Focusing on an empirical study related to the television output of the period 1969-2011 the research seeks to answer whether and to what extent public service television in Greece followed a course that met its mission or a course that was altered under the influence of the multichannel competition. Although public service television in Greece was aware of the performance standards of Europe's successful counterparts, it failed to achieve a broad appeal to television audience or occupy a special place in the communication field of the country. However, it has left its mark in the audiovisual and cultural field of the country. The reasons and the consequences of Greek public service television's weakness as well as its positive aspects have been set at the centre of this doctoral thesis and they are critically analysed.
