Summary:
The most important problem faced by contemporary municipalities in relation to waste management, is how to develop integrated systems, techniques, regulations and attitudes of citizens to minimize the waste that should be finally disposed. The management of municipal wastes is one of the most important current challenges that the Greek cities are dealing with, under the rapid technological and institutional developments related to sustainability and quality of life.
The rational management of urban municipal wastes (MSW) induces environmental and economic benefits for municipalities. This thesis deals with the improvement of the Municipality Ellinikou- Argyroypolis Local Waste Management Planning.
Initially, the study reviews the current situation in Europe and Greece, concerning the management of MSW and the differences that have been identified between the Member States. In addition the relevant European & Greek legislation as well as the National Greek and Regional (Attica) Waste management plans are examined. The study also specifies recent legislative changes, the degree of their integration by Greece and the obligations that derive from them (legislation). In order to gain further knowledge, successful examples of MSW management plans and practices from other European cities were assessed. The correlation of qualitative and quantitative data that lead to this success were recorded.
Finally, a thorough examination of the Ellinikou - Argyroupolis municipality, Local Decentralized Waste Management Plan was performed. Specifically the study analyzed the current situation, the targeted vertical and horizontal improvement actions that are proposed, the schedule in prospect to be completed, the required funding, the expected qualitative and quantitative results.
The purpose of all these actions was to evaluate the Local Waste Management Planning of the Ellinikou- Argyroupolis municipality, highlighting the critical issues relating to the implementation and further improvement through a comprehensive list of proposals. These proposals are based on international experience and on the principles of prevention, reuse and recycling to create a City of "zero waste".
