Summary:
In the last twenty years, Greece experienced a major shift from being a country of emigration to one of immigration, which significantly affected the formation of immigration policy. This study examines the role of street level bureaucracy in the implementation of the greek immigration policy. Through interviews with government officials that work in the Department of Foreigners and Immigration of the Regional Administration of Attiki, we studied whether street-level bureaucrats are "helpless", faced with a large number of "customers", called to implement a policy that is often inapplicable. A second question to be addressed is whether they have sufficient means to fullfil their mission and whether they have been trained for the job they do. Finally, it was considered appropriate to attempt to clarify whether street-level bureaucrats reproduce the negative stereotype that sociery has for immigrants. In conclusion, immigration policy seems to be suffering due to inadequate and inefficient planning, complex legislation, lack of coordination between government department, incomlete and inadequate systems of information, sparse or unqualified staffing.
