Summary:
The thesis discusses the "Kallikrates" program, the innovations it introduces on various levels of the Greek Public Administration, as well as the consequences and the reactions expected by its implementation. Furthermore, a reference is made to previous attempts for administrative reforms in Greece, with a special reference to that which law 2539/1997 implemented, a project known as the "Kapodistrias" program, which is briefly presented, while a critical assessment of its implementation is attempted. A comparison between the "Kallikrates" program and parallel reformative attempts in other european countries is also made. The results of the analysis revealed the distance of establishing a contemporary framework of strategic management. The greek state is diffused by occasional and often empiric treatment of its surrounding. The organizational arrangements are emerged within a regulatory framework, failing to provide a strategically organized method of rational analysis.
