European and National (Greek) Ombudsmen : The institutions and the relations among them

The administrative mechanism of the European Union and our country (Greece) is challenged to find solutions into a drastically changing environment and to cope with novel challenges which question severely principles and entrenched practices of decades. Especially the fundamental rights of citizens all across Europe seem extremely threatened. As a result, the question that arises is how a contemporary administration can cope with all those crucial matters? Are there institutions that have the ability to provide alternative answers and solutions? This paper focuses on the study of intermediary institutions as they operate in the European Union through the European Ombudsman as well as in Greece, through the Greek Ombudsman (Sinigoros tou Politi) and the Greek Municipal and Regional Ombudsmen (Symparastates tou Politi/Dimoti & tis Epixeirisis). The thesis is interested in the Ombudsmen’s structure and functional operation and whether and in which scale it is useful and effective as a modern form of alternative dispute resolution and as an improvement of provided administrative services. In order to achieve this, during the research for the writing of this paper data related to the work of the intermediary institutions was collected, primarily from their annually issued. However, it was found that the majority of that information was covering either a period of one year or short term periods. In order to obtain a more accurate and in-depth knowledge of the entire work of the Ombudsmen, in this study the writer grouped the data relating to the work of Ombudsmen throughout their hole and participation and action in the administrative life and the findings are presented as aggregated and comparative tables - graphs which show and reveal the Ombudsmen’s performance during their whole active years.
