Air power, as one of the sources of national power, played a very active role in the post-Cold War period, especially in the sensitive region of the Middle East, as a coercive diplomatic tool in foreign policy. Moreover, the rapid evolution of technology in the fields of war industry and the rapid transmission of information have modified the role and methods of air power.
This work aims to capture, study and analysis of both the method of use and the role played by the air power of the United States, as instrument of coercion in the conduct of foreign policy in the Middle East in the period after the Cold War.
In the first section of the paper are the necessary conceptual clarifications for the air power and coercion followed by a brief historical review of the evolution of the use of air power, on the part of the US, as a coercive tool by the end of the Cold War . In addition, it is also clarified the forms of coercion through the use of air power and the methods that are implemented.
Over the next chapters the paper examines the coercion cases in Iraq and Afghanistan in the field of coercion of the military forces and leaderships. It is analyzed the high strategy followed in each case by means of aircraft operations, and the role of technology in the final outcome of military confrontations.
At the final section useful conclusions are drawn regarding the effect of post-Cold War US air power to coerce state and non-state actors in the sensitive region of the Middle East. An estimation is made for future action and development that are expected to influence the coercive foreign policy. At the same time, it documents the conclusion that, in order for air power to be successful as an instrument of coercion it should remain technologically superior, investing resources, capital and human, to develop new technologies and maintain a credible air force in size.
The most successful form of coercion is the one which brings the desired results without the use of direct violence. Air power, as one of the sources of power of a state can play a critical role to this direction. The future researcher is invited to seek the way air power could cause forcing an opponent without the immediate implementation of direct force. Furthermore, besides the increase of the national power due to the sophisticated air power, with obvious consequences for the pursuit of foreign policy, the challenge is also the successful confrontation when used by competitive forces to coerce the country.
