The present dissertation aims to study the Ministry of Development, Competitiveness and Shipping as the responsible body for the Regional Development. Greece is experiencing an unprecedented crisis in modern times. The development is crucial, and seems to be the only solution to get out of the crisis. The causes of the crisis accumulated over the past years and it will take time to recover. Reforming changes are necessary for Greece in order to obtain the lost competitiveness.
The Ministry of Development, Competitiveness and Shipping is an executive body of the state for regional development, competitiveness and shipping. The Ministry of Development, aims to empower and restart the national economy with balanced growth in the regions. The main objective of this paper is to highlight the importance of the institution for the development of the country. In order to achieve the aforementioned goal a thorough study has been made on legislation, bibliography, and editorial.
The dissertation is divided into 6 chapters. The first chapter constitutes the theoretical framework. Concepts such as the administration, the bureaucratic organization of the state, the new public management and the total quality management are analyzed. Moreover, the principles of management, operation and organization are presented. The second chapter describes the institutional framework for the Ministry of Development. Competitiveness and Shipping. It also presents the current structure of the Ministry and the proposal for the future restructure of the administrative body. The third chapter, analyses the human resources of the Ministry by using statistical tables and diagrams. The fourth chapter, describes the competences of the Greek Public Administration, it presents information for the current situation of the Greek Public Administration as it was recorded by the mapping teams conducted by the Ministry of Administrative Reform for OECD.
Furthermore, the changes that the law Kallikratis brought in the Greek public administration and especially those in the field of development are analyzed. The contribution of the NSFR for the regional development is very important and extremely necessary for Greece. The new regional's policy goal is to increase the absorption of the NSFR and to put Greece in growth trajectory. The fifth chapter presents the legal framework for the investments. It focuses mainly on two recent development laws, law 3299/2004, law 3908/2011 and the "fast track" law for the strategic investments. Finally the sixth chapter, presents as case-study the failure of the investment in Astakos, an investment that expected to be the largest energy investment in the country.
