Summary:
Implementation of public policies in Greece lacks efficiency. Although it is widely accepted that this implementation gap, is due to public administrations' longstanding weaknesses, this fact is ignored during policies' planning process. Greek citizenship policy is a striking example. Even though numerous initiatives considering legal framework and institutional settings have been undertaken to correct deficiencies, citizenship policy suffers from persistent administrative dysfunctions that hamper goal attainment. Recent Law 3838/2010 caused an intense debate about citizenship policy's orientation and purposes. Still. the debate focused on trying to answer "what do we want to do" with citizenship policy, without taking into consideration "what can be done" or "how can we do it". Thus, the assessment of resources, tools and methods needed to effectively deliver the desired results remained - for once more - in the shadow. In this thesis it is argued that that rationalization and modernization of greek public administration is a prerequisite, for the effective implementation of citizenship policy either it is oriented towards a conservative or a progressive political perspective. By presenting organizational dysfunctions, analyzing and evaluating the interventions aimed to correct them and suggesting alternative approaches to problem solving, this thesis highlights the significance of administrative inadequacy, as crucial factor that hinders implementation of citizenship policy.
