Summary:
Repercussions of 2008 financial crisis have greatly influenced Local Self-Government in Greece. Cutting down Central Autonomous and investment funds as well as reducing income and increasing expenses, in order to serve social needs, constitute an immediate result of the crisis.
The goal of the present study is to determine the efficiency of the measures taken to deal with the financial crisis and their impact on Local Self-Government’s finances and personnel.
Local Self-Government reducing wage costs, removing vacant posts, deducting personnel specialities and keeping data bases as well as mobility and temporary cessation of service all constitute examples of a big effort. An effort aimed to efficiently use funds and local government personnel in particular, as they remain one of the most significant and exploitable resources of the first and second level local authorities.
Researching the cases of two municipalities, the ones of Paleo Faliro and Moschato- Tavros, proves that they live up to current budgetary demands and challenges, in spite of the financial crisis which is still evident. They manage to do so, by following a rational budgetary management and national authorities’ guidance. The work and effort undertaken by local elected representatives and personnel play a crucial and important role in achieving budgetary adjustment.
