Summary:
A fundamental prerequisite for an efficient and cost-effective Public Administration which involves efficient administrative work, quality service for the citizens and secure electronic communication and transactions, is the adoption of modern methods of communication and information exchange between the public entities as well as between public organizations and the citizens.
The existing institutional framework (particularly L.3979/2011, Article 1) has recognized as a basic right of individuals and legal entities of private law, the communication and transaction with the public sector with the use of information and communication technologies. In particular, it refers to electronic administrative transactions and electronic public documents.
One of the most crucial, bureaucratic problems of the local administration in Greece is the fact that it has not taken advantage of e-government, in comparison with other European states, in order to be transformed and create new methods of administration. E-government consists one of the most important elements in order to create an efficient public sector aiming at achieving results and improving services towards citizens and companies and furthermore, targeting to the achievement of an efficient organization of each municipality and region. It is highly recommended from all international organizations that Greece should transform its local administration in order to succeed the above mentioned goal, although this transformation has been taking place with delay and after numerous changes in the legislation, which were not always noninvasively because of citizens’ reaction and which have changed its profile from 1822 up to date.
