Summary:
The subject of this master thesis is the positive aspect of penal punishment of offenders in the western societies: the use of punishment as means of correcting, rehabilitating and providing offenders with the opportunity to enhance their capabilities and their life conditions, and therefore to make a new beginning, desisting from illegal activities in the future. The thesis particularly deals with the penal-welfare ideal of treatment of the offenders and its implementation in the penal systems of European countries, the USA and Greece. Special attention is paid to the theoretical analysis of the rehabilitation model, its rise and decline due to the “nothing works” movement, and its following revival through the revision and modernization of its principles and due to its combination with the justice model of punishment. Besides, some modern methods of selection of the suitable treatment of offenders, which aim to risk management and avoidance of reoffending, are presented in the thesis (the RNR Model, the Good Lives Model), as well as several penal measures with corrective-rehabilitative character that are particularly popular in western societies, such as treatment for drug-using offenders, probation and parole, community sanctions and semi-open imprisonment. Lastly, the model of Scandinavian penal system is presented, and more specifically the Nordic example of prisons, which forms a unique case of liberal and humanitarian crime prevention policy.
