Summary:
Fires, especially those occurring in Recovery Materials Selection Centers (RMSCs), pose a great threat to the exposed areas because of the toxicity of the ingredients contained in the produced smoke, such as dioxins and PCBs. Thus, it is essential that the Civil Protection Authority takes immediate decisions directly related to the protection of human health, such as the evacuation of the affected areas.
In this work, measurements of a number of health-related compounds during the incident in a RMSC are carried out and an assessment of these results is made, while setting evacuation criteria for similar events. Assessments of the exposure to air pollution measurements as well as measurements of the concentration of dioxins, furans, polychlorinated biphenyls, heavy metals and PM in air samples in the area of the Aspropyrgos RMSC as recorded by the Athens Observatory and NCSR Demokritos in collaboration with Municipality of Athens are used. The study of all on-site measurements, the collection of chemical samples and the monitoring of the impact of the fire on the quality of the atmosphere in Athens are carried out.
At the same time, there is a comparison with limits and target values established by the World Health Organization and the European legislation, if they exist. There are many direct and indirect consequences of such an event for the of residents’ and staff’s health, so it is necessary to create a model of immediate evacuation of similar affected areas in order to reduce the impact on human health.


Parts of this work have been presented successfully at the international Civil Protection Conference “Safe Evros 2016”, in Alexandroupolis (June 2016).
