Summary:
The drug is an economic and social good which spending plays a leading role in the overall hospital expenditure. Therefore, its supply chain management has raised the interest of national and international institutions over the years and has been the subject of regulatory interventions and reforms, especially during the severe financial crisis that affected the Greek economy.
The aim of this work is to examine the framework of the management of the drug by public hospitals of the Greek NHS with regard to the procurement process. In order to obtain the required information and data, websites of relevant organizations were used and scientific articles were searched in related databases.
The purchasing of the hospital drug has been under the authority of the Health Procurement Committee, through collaborating procurement, since 2011. Centralized procurement of hospital medicines has brought significant savings for the Greek government. A move to more centralized procurement has contributed to significant savings in other countries as well. Additionally, comparing medicine prices achieved at regional level to medical prices at hospital level showed that the first ones were lower on average.
Efficient drug procurement system may reduce and rationalize hospital pharmaceutical expenses. In order to exploit economies of scales and not to alter the structure of the pharmaceutical market, it is crucial for each Contract Authority to design well-performing tender mechanisms.
