The role of social participation bodies in the administration and operation of educational units in the educational systems of the Member States of the European Union. Ideological, organizational and social characteristics. Comparative study
Summary:
The globalized modern society and the digitized knowledge have led to the modernization of educational systems, not only in the way of implementation of the educational process but and in their operation.
This newly shaped environment emphasizes the decentralization and democratization of education systems, enhancing the role of social participation institutions. The challenge now concerns the co-management of school units through the involvement of parents, local authorities and the wider local community in the decision-making process to address management, organization and operation issues.
Along with these developments, since the 1980s, the need for wider and more substantial social participation has emerged for educational issues in European Union member countries. This necessity was predominantly driven by the expressed desire of society and citizens who actively asserted their role in schooling, in general, in their capacity as parents, but also as taxed citizens. On the other hand, this desire was also driven by the emergence of education as a factor of primary importance for social progress and the wellbeing of society.
Contrary to the European countries where the participation of collective social institutions has a long tradition, in Greece the framework of school administration and functioning has no significant experience on this issue.
In Greece they have adopted many regulations to strengthen the presence of social participation boards and bodies in making decisions on educational matters. However, there are still weaknesses and deficiencies in the way and in their opportunities to participate in the educational process. This study will analyze the involution of social participation boards and bodies in Europe and evaluated finally weaknesses presented in Greek educational system.
The importance of this study shows the need to study the mode of modern social participation institutions in the European state-members and in the evaluation of their activity in Greece, in order to promote the necessary measures for their effective and meaningful participation in decision making for educational issues.
