This work reflects the means and methods of human resource development in relation to education and its assessment as a tool for the development of an organization. The most precious element of a Public Organization is its people. Human resources are called upon to play an important role in the effort of Local Government to manage the demands of citizens under crisis conditions and cost containment in a constantly changing economic, technological and social environment. Regarding the human resources in the Public Sector and the Local Government, it lags behind the private sector in the implementation of modern management tools. The necessity of training and the impartial and objective assessment of employees in an organization and their advantages is presented. The solution is the immediate adoption of means and methods of development of the personnel of the Public Sector and the Local Government, through which they will be able to positively encourage the employees, to develop a competitive advantage for the modern Public Administration.
The aim of this research is to record basic principles and practices of human resources management in the Public Organizations and in particular in the Primary Local Government Organization of the Municipality of Peania. It examines the objectives of education and the assessment of human potential, analyzing the advantages of processes for the organization and the errors that often arise.
In any case, the application of methods and sophisticated tools is necessary in order to create a regulatory environment that will favor the competitiveness of the organizations, the satisfaction and stimulation of the human resources of the Hellenic Public Administration and, more generally, the increase of social welfare.
