Summary:
Social policy is a priority of the policies of the European Union but also of all member states. In Greece it is considered an obligation of the State and has been constitutionally guaranteed, especially for people belonging to vulnerable groups.
In the majority of EU countries Municipalities have the exclusive competence to provide Social Policy actions. In our country social policy actions implementation, is a key pillar for the activation of Local Government Organizations, according to current legal and regulatory framework (law 3463/2006 and 3852/2010).
It is undeniable that the deep economic crisis that Greece has been going through in the past 8 years, has, to a considerable extent, deconstructed the country's social fabric and in any case has given rise to the imperative need to change the State and its institutions.
In recent years, Local Government has been called to carry most of the weight of supporting hundreds of thousands of our fellow citizens who have fallen victim to this economic and humanitarian crisis and has taken up a much extended role in supporting local communities. Local Government has developed an extensive network of social structures, covering almost the entire Country and offering relevant services to citizens.
The network is financed by own funds of the Municipalities, by donations-sponsorships and through a contribution of the EU Structural Funds. Structural Funds contribution has been a key financial instrument for implementing such actions in our country.
Nevertheless, Local Government is the biggest victim of the fiscal crisis in Greece. The huge drop in revenue is the result of unprecedented cuts in State grants and of a decline in own revenue, due to citizens' reduced tax-giving capacity. Meanwhile, the demand for services has increased, leading to increased needs for further spending rises. Additionally there is a reduction in Community funding in the current programming period.
The above elements make it imperative to develop a strategic framework of local self-government for social inclusion, which will:
• highlight the advantages of local government
• respond to the increased current needs of the social sector in Greece
• ensure efficiency and effectiveness, through the existence of an appropriate institutional framework, funding and staff.
