Summary:
This study presents the legislative framework for managing water streams, while the case of “Rebelias” stream is examined. This stream passes through the urbanized area of Agrinio Municipality. The M.Sc. thesis is structured in four units.
In the first unit the general subject of this study is introduced. The concept of the stream is in general mentioned and the basic definitions concerning water ways & streams are presented in order to assist in understanding the case study and overall conclusions and proposals. In addition, the general meaning of water streams features that run through the urbanized areas of cities are briefly described.
In the second unit, the legislative framework concerning water streams is presented. Specifically, the law and relevant provisions that are related to the surveying, delimitation, restoration and overall, the protection of water streams are mentioned. Additionally, the jurisprudence that has been developed by the Supreme Constitutional Court is tracked down and highlighted. These court rulings are very important since they dictate the need for true protection of water ways and their role as considerable and preservable natural formations. Therefore, the decisions were utilized to develop and enact the legislative framework that exists today, that definitely needs to be further enhanced.
In the third unit the area of “Rebelias” stream is studied. This stream springs from the hilly area on the north – northwest of Agrinio, crosses the largest part of the town enclosed - boxed in a pipeline and finally flows, through the plain of Agrinio into the drainage ditch that leads it to fall in Lake Lysimahia. In this unit the existing conditions are recorded and the alteration of the streams physical characteristics due to the negative anthropogenic interference is presented. It is important to pinpoint that a number of studies have been conducted up to date and therefore are mentioned, since they prove that the existing cross-sections of the pipeline in parts of the settled stream are not adequate.
In the fourth unit conclusions and suggestions that were raised during the investigation of the subject are presented. Via this case study and analysis, of the urbanized stream that crosses the Agrinio municipality, conclusions are drawn and suggestions are made to protect streams, maintain and enact further legislation towards their conservation and protection, especially in urbanized areas. Of course it is important to consider the need for taking flood control measures in view of intense natural disasters and climate change. It is noted that recently (on December 2, 2018) the whole region of the Agrinio Municipality, went through flood natural disasters. This fact confirms the need for taking measures of restoration and protection of aquatic routes, with preparation at the same time at national and local level for dealing the increasingly extreme weather conditions.
