The Mayor as a general. Analyze the role and responsibilities of a Mayor in Greece and abroad.

In the context of this thesis, an endeavor will be made to illustrate the
stragetical, political and social role of a Mayor in Greece and abroad in a theoretical
approach.
The thesis is structured in two chapters: a) the first chapter will clarify the terms of
strategic and strategic planning and their effects on Local Government.
The practice of strategy exists in human nature since the early stages of society.
People with leadership characteristics have the inherent charisma to define longterm,
complex and achievable goals, the realization of which redesigns their position
and role, but also of the groups that are affected by them or follow them into society.
Besides, the word "strategy" means in principle: "The Art of the General" and testifies
to its origins by military organizations and war, while Strategic Programming is
defined as the set of administrative decisions and actions that determine the
performance of a business or an organization. Their aims are to achieve their longterm
goals, leading and guiding the organization into social and surrounding
circumstances. It is not a static process, but it focuses basically on the ongoing
development of good strategy and the improvement of its implementation.
The role of the Mayor, also, will be mentioned from antiquity to the present
years and its course over the years. The course of this role will be gradually clarified
through important reforms that have taken place in Greek society and consequently,
in Local Government .
b) In the second chapter there will be an illustration of the development of Mayor’s
role in Greece and abroad. At the same time, the form and operation of the
metropolitan municipalities abroad will be presented. It is obvious that the
responsibilities of the mayors abroad vary according to the socio-economic
conditions prevailing in different countries.
At the end of this thesis, the conclusions will be given, in view of the increase
in the responsibilities of the Mayor which are interrelated with the prevailing sociopolitical conditions and the points in which the Mayor's role in Greece differs from
that of the Mayor abroad, by using the comparative method.
The collection of data for this thesis, was done through bibliographic research in
various print sources as well as through websites.
