Demonstration of the catalytic contribution of the European Programs as tools for Local Development through the presentation of the Operational Program 2016-2019 of the Municipality of Agia Varvara, as well as other examples of effective local development practices of the European Municipalities.

The Treaty on European Union states in this regard that one of the objectives of the Union is to promote economic, social and territorial cohesion and solidarity between Member States (Article 3 TEU). In our country, with the Code of Municipalities and Communities (Law 3463/2006, articles 203-206), the obligation for the preparation of Operational Programs by the Municipalities is voted, and Law 3852/2010 ("KALLIKRATIS" Program) stipulates that for the medium-term planning of municipalities is being prepared by the Operational Program. The Operational Program reflects the planning, strategic objectives, priorities and actions, actions to improve the organizational framework of the Municipality's services, aiming at local development, and it is also linked to the developmental planning at regional and national level as well as to the new responsibilities of the Local Government, which defines the "Kallikratis" Program. This diploma thesis aims at demonstrating the catalytic contribution of European Programs to Local Development through the presentation of a multi-case study, such as the Operational Program 2016-2019 of the Municipality of Agia Varvara, as well as a variety of effective development practices of European Municipalities. The term "Local Development" describes a "bottom-up" development policy, as the local population, by setting up a local partnership to design and implement an integrated development strategy, exploits local, social, environmental and economic level.
The role of European programs in local development, as well as their effectiveness, is particularly important, especially during the current period of escalation of the complex crisis.
