Summary:
This postgraduate study refers to Management and Development of Human Resources as a strategic tool for the growth of Local Authorities. Human Resources Management has always been a key factor in the efforts of the private and public sector authorities, included Local Government to respond to the diverse and increasing demand services both in social and economic terms at technological level. In the narrow context of local government processes and functions, the existing situation of the Municipality of Aghios Dimitrios of Attica (in all its functions and services) is examined. Thereon, a new organization structure for this Local Authority is presented as a proposal and conclusions are drawn in all the functions of Human Resource Management. Many suggestions are also mentioned for improvement utilization Personnel based on the internal control policy. The conclusions are drawn as well as the harmonization of Human Resources Management with the Strategic Objectives and the Vision of the Local Government. This study based on the European and International experience-templates and the existing Greek legislative framework as it results from procedures that must the Local Authorities apply as a whole. Using scientist tools such as: 1) Strengths, Weaknesses, Opportunities, Threats (SWOT) Analysis -by Albert Humphrey- as a strategic planning tool to specify internal and external environment in our case study and 2) balanced scorecard (BSC) analysis as a strategy performance management tool, which is supported by design methods and automation tools, that can be used by managers to keep actions and measures are identified that can make a significant contribution to the development of municipal corporation. More specifically, in this study, Chapter 1 refers to the current legislative framework of Human Resource Management and Development especially as a strategic tool for the development of Local Authorities. It is shown the kind of public services are offered in every local level as social housing, municipal security, etc and the expenditure for their applications to supply high quality services. It is mentioned functions according to procedures for job description and the relationship between corporate and personnel strategies. Has also included elements for health and safety, education and training, job opportunities and their processes of the Greek Municipalities. In the second Chapter are presented the Human Resources and the Management of Local Authorities in the European Union, analyzing the differences between in city town, county, borough, ward, municipal or district area etc in England, "Bund" or "Gemeindebezirke" in Austria and finally, is described Swedish human resource management of local government of Stockholm. The third Chapter is followed by the case study "Municipality of Aghios Dimitrios" with reference to the general characteristics of this municipal authority, the existing situation of the organization structure scheme, the current situation regarding the implementation of the Human Resources Management and Utilization Personnel applying SWOT and BSC analysis in the existing Executive Directorates. The final Chapter 4 describes the propositions and the conclusions that will contribute to the development of the local and regional authorities both in terms of their external and internal environment. Especially, a new municipal organization structure and many administrative consultations for the City of Aghios Dimitrios are suggested as a development human resource “key” and an advantage in the common market of local government.
