Summary:
The complementarities between regulation and antitrust rules demonstrate the need of cooperation between regulatory and competition authorities. These authorities need to take into account both ex ante regulatory rules and ex post antitrust rules. In this context, the dissertation examines the relationship between the Hellenic Competition Commission, the Regulatory Authority for Energy and the Hellenic Telecommunications and Post Commission. Having as basis the need for effectiveness, the dissertation examines (a) the degree of their independence, (b) the possibility of effective cooperation and (c) the risk of overlaps in powers. In particular, it is found that there is a need for a closer cooperation between the Hellenic Competition Commission, the Regulatory Authority for Energy and the Hellenic Telecommunications and Post Commission in national level and a need for harmonizing national laws and applying rules for the cooperation between national competition authorities and national regulatory authorities in the EU. With regard to the risk of overlaps in powers, it is found that a more precise definition of powers is necessary to avoid contradictory decisions of the authorities.
