The paper deals with the chronic problems of the Public Administration as presented in the Public Administration Expert Reports and their proposed solutions. Yet, are examined the three memoranda of the past years and their suggested solutions, as well as the application of the suggested solutions laid down in the Memoranda, in order to examine whether the problematic aspects of the Public Administration have been resolved until today.
