Summary:
The aim of this dissertation is the study and analysis of the terms of morals and ethics in Management in general and more specifically in the sector of Public Administration.
Moreover, it presents the ethical codes, the manner in which the client state was established in Greece, the role of morals and values in decision-making, the moral dilemmas daily faced by executives of Public Administration and their moral attitudes, as well as the role of culture within organizations and enterprises.
Furthermore, it examines corruption in general and especially in the public sector, its causes, its effects, the measures taken in order to fight against corruption and mismanagement and the grounds of inefficiency of Public Administration due to corruption.
In addition, it analyzes the concept of administrative ethics and the ways in which existing law gives binding force to the rules of ethical conduct of the Administration.
It also considers the individual obligations of administrative bodies in their dealings with citizens and all in all, their service behavior under the Constitution, the Code of Administrative Procedure, the Civil Servants Code, the jurisdiction of the administrative courts and the related international texts.
Corporate Social Responsibility and the areas in which the effort is focused on its improvement, business ethics and its approaches are also study objects of this dissertation.
In particular, research and recording take place, during which the concept and implementation of ethics are described in detail, from the early years of its coding to date and present the current situation in Greece related to the observance or not of the ethical codes.
The study also focuses on liability models, types of control of public administration both in terms of criminal and administrative sanctions for offenders, as well as the possibilities of legal protection of the citizens affected.

The survey conducted among both public and private employees has shown that the lack of morals constitutes a big problem in the Greek public sector and that personal contacts are tremendously important for their transactions in the public sector At the same time, they are willing to report incidents of unethical behavior-corruption and consider that these phenomena can be counteracted by taking appropriate measures.
