Discourse and policies of Lifelong Learning in the 'Europe of Knowledge' (2000-2017)
Summary:
The present study critically explores the discourse of European Union for lifelong learning, which constitutes a ‘nodal point’ of European politics. More specifically, the study revolves around two nodal points of the European discourse for lifelong learning, ‘competences’ and ‘programmes’, within the framework of the Lisbon strategy, from 2000 to 2017. In order to achieve a better and deeper understanding of these two terms, emphasis is placed on two of the eight key competences that were established by the EU: digital competence and learning to learn. As far as the programmes are concerned, the Lifelong Learning Programme was chosen. Moreover, the impact of the European discourse in the shaping of the Greek discourse and policies of lifelong learning is also addressed. The research method of the study is based on the combination of “Discourse Analysis” and “Content Analysis.” The European Union’s policies for lifelong learning are being analyzed through the texts of the European Council and the European Commission, while the equivalent Greek policies are being analyzed through the relevant laws and ministerial decisions.
