Summary:
Over the last decades, the context in which higher education operates has changed significantly due to a number of factors such as globalization, the emergence of markets as public policy tools, the emergence of New Public Management policy and the growing involvement of the European Union in the Tertiary Education. In the new context, the concept of quality is central to modern education policies. Using as springboard the Bologna Declaration, Europe is at the threshold of the 21st century and seeks to establish the general framework for the modernization and reform of European higher education. The Bologna process is a process in progress. The requirement for transparency and accountability in the field of higher education has highlighted the use of different tools for measuring, evaluating and benchmarking the performance of universities at international level. The most important tools include, among other things, the quality assurance and classification of institutions based on their image and the international ranking lists. This paper attempts to explore the issue of quality assurance in higher education in the light of modern European vision. The official European Union Policies and Reports are examined in parallel with the recent international and Greek articles on the major issue of quality as well as the international deterrent power of rankings.
