Summary:
The purpose of the present research is the presentation of the finances relevant to the public schools of Primary Education(kindergartens and primary schools) that belong -in the land planning use of the term- to the Municipality of Kifissia, a little before and after the crisis of 2010, and specifically between 1/1/2017 and 31/12/2017. By using financial and demographic data which were drawn by national, European, self-administration organisations and public services of our country, this survey is going to present the economic facts of public schools in the Municipality of Kifissia and to prove that the school funding remains in a strict controlled framework irrespective of the voting of new laws regarding local self-administration. In the present research one of the three non reactionary research methods, or discretionary methods of analysis, the analysis of existing statistics was considered the most suitable to be followed. Granted that since 2008 and hence the free economies all over the world experience a global economic crisis, it was expected that the Greek economy would be drawn in its own vortex, given the chronic pathogeny of the Greek economic system. Virtually the crisis of the Greek economic system struck Greece in 2010. Three memorandums had been signed, by 2015, and the cutbacks in the area of education were more or less expected culminating in the flight of specialized human potential(brain drain). Both the fact that education was considered ''a public good'' and that it was adopted the view that the public interest is better served when the public goods are put under the state's supervision, led to the growth of public education, in the developed countries, during the 20th century. In Greece, according to OECD's survey in 2015 the educational system was and continues to be extremely centralized, and as a result of that the educational unit remains, until today, the final recipient of the decisions of the central power for the implementation of the educational policy.
The present research is divided into three parts:
1.In the theoritical part are presented: the Education and via this the school as a subsystem of the Educational System in Greece as well as the centralized and decentralized system of Administration in the Education. The public financing of Education, the responsibilities of Local Government Organizations, the collective organs of public sharing, the financing of Primary Education, the cost of Education, the world economic crisis and its effects on Education.
2. In the research part the methodology and the process of conducting the survey, the ways of collecting data, the content and the results of data collecting are included.
3. In the third part the conclusions of the research and recommendation for the improvement of the economic relations between education and local government are mentioned. The research is completed with the Bibliography.
