Special considerations related to disaster management and prepardeness in paediatric mass casualty events
Summary:
Introduction: Pediatric population in a mass casualty event has to deal with a number of unique problems and issues for the healthcare community. Pediatric mass casualty events threaten health systems even in developed countries. Emergency medical services preparedness stands as a core element for an effective approach to reduce morbidity and mortality from mass casualty incidents.
Aim: This structured review aims to outline the characteristics of mass casualty events involving children and their families. The objective is to outline the factors that affect the preparedness and ability of health systems to deal with events of mass accidents involving children.
Methodology: A structured literature review of articles published after 2000 was conducted with the use of specific inclusion criteria.
Results: The incidence of mass casualty events involving paediatric polulation is globally increasing. There is a clear need for all health systems to be adequately prepared to deal with them through a systemic planning, taking in account children’s special needs. Children are a vulnerable population and face an increased risk during a disaster. The limited paediatric resources, the need for protection and safety, the need for reunification with family are only examples of the preparedness complexity. This review outlines the basic principles related to pediatric needs and pediatric disaster response. Children’s and family’s needs must be reflected in any and every phase of disaster planning. All hazards approach, assurance of the necessary paediatric resources, altered protocols and adequate training of healthcare professionals are important parameters for a more effective management.
Conclusion: Close collaboration among health care providers, communities, families and individuals is needed to assure preparedness for children in every stage of the planning process.
