Ethical harassment in the workplace: A survey of cases of moral harassment in the Greek public sector
Summary:
Abstract

This research attempts to analyze the phenomenon of moral harassment in the professional environment, which in English is mainly attributed as workplace bullying. It focuses on the Greek public sector due to the complex structure, the range of responsibilities and the volume of its services. For the collection of data, the method of individual semi-structured in depth interviews with thirteen civil servants in different public services in Athens was selected, twelve (12) women and one (1) man from 31 to 58 years of age. The sample was selected using the standard case method. The interpretive phenomenological approach was chosen for the processing and analysis of the data. The results show the prevalence of the phenomenon in the public sector, as most narrations contained at least one experience of moral harassment that caused feelings of frustration, rage, disdain and betrayal. It was manifested by devaluation, suspicion, slander and denial of cooperation. The common to all participants inability to understand the cause of such a conflict in the working environment was expressed. Direct communication with the perpetrator was proposed and chosen by all as the basic way of dealing with the problem. Besides this, the alternatives of the written reference to the Directorate, the recourse to Justice and the direct conflict with the perpetrator were recorded. Everyone asserted that emotional abuse is not only dependent on high rank in the hierarchy but also on the personality of the perpetrator. Conclusively, it has been observed that moral harassment in the public sector is a situation that cannot be overlooked and therefore requires further investigation.
