Summary:
The aim of this essay is to study the ‘antiparochi’ method that shaped the private housing construction in Greece, by historical and historiographical analysis and to evaluate the role of the engineer in the construction, interpretation, and appropriation of laws and techniques for the period 1974 to 2010. The role of Technical Chamber of Greece (TEE) is being studied and historically reconstituted through the formation of the public discourse on private building construction and the ‘antiparochi’ method, as well as on the shaping of institutional and legislative transformations during the period covered by the study. In addition, the essay focuses on the role of the consulting firm in formulating the ‘antiparochi’ method and in the shaping of the engineer as a technical-legal expert who designs buildings as he interprets, in parallel, the regulatory framework. The key questions this essay tries to answer are the following: 1. What is the role of the engineer in the development and expansion of the “antiparochi” method? 2. Which technical and legal practices formed the role of the engineer as a specialist in legal and technical matters concerning the construction of ‘antiparochi’ buildings? The paper is based on published and archive material available in the TEE Library, proceedings of conferences as well as laws and legislation relating to the period covered by the essay.
