The Implemenation of Common Assessment Framework in General Hospital of 2nd Y.PE. of Peireus & Aegean
The Common Assessment Framework (CAF) is a useful and given for granted Total Quality Management (TQM) tool for the self-assessment of Public Organizations aiming at improving their administrative capacity and services.
CAF constitutes a holistic analysis of the organizational performance, approaching it from different perspectives simultaneously.
CAF implementation in the health sector in Greece is limited.
Aim of the study is the CAF implementation in the Outpatient Practices of a General Hospital of 2nd Y.PE. of Peireus & Aegean, in order for its administrative function and business performance be assessed.
The preparation of the assessment report and the definition of improvement actions that would arise from the identification of the weak points of the administration and the structure of the chosen department does not make part of the study. The Management of the Hospital will define these actions internally.
This is a quantitative study conducted the period from May to October 2018 in the Outpatient Practices of the specific Hospital based on the CAF Implementation Guide and the revised on year 2013 version of the CAF questionnaire in Greek.
For each CAF criterion the ratings from the side of the staff, the citizens and the social stakeholders, as well as the Project Team, based on the available documentation, were measured, exporting results for the level of competence and effectiveness of the evaluated Department.
CAF constitutes an anthropocentric approach of the structure and management of a Public Organization. Its implementation can contribute to the improvement of the quality of public services, including the health ones. For the Public Organizations to be initiated into the culture of excellence and TQM principles, organized, integrated, continuous and conscious effort is needed from the Leadership, as well as all employees.
