Referring to Greece characterized by the economic crisis and the memorandum which imposed
unprecedented austerity measures for a country of the European Union and unique measures of
financial stability in postwar Europe, an analysis and conclusion drawing are attempted for the
impacts of these measures on the sector of Territorial Government. All municipalities of the country
try to deal with the extremely difficult environment which has been created facing harsh economic
crisis and unprecedented cutback in government funding through CSS (Central Self-contained
Sources) followed by a simultaneous and systematic reduction and clearance of their permanent
staff members especially after the implementation of the law Ν.3852/2010 (Kallikratis) and by a
simultaneous burdening with new increased needs and responsibilities. At the same time, the
unification of Municipal Units through the implementation of Kallikratis law has been weakening
the financial situation of Local and Regional Authorities even more since 2011 causing even
viability issues of the Local and Regional Authorities themselves. These issues can be also seen in
the current case under examination of the Municipality of Fyli because during this examination
useful conclusions were drawn based on the methodology applied and the research of the financial
elements of the municipality about the functioning way of the municipality during the period of
economic crisis and particularly after the unification of the Municipal Units of Fyli, Ano Liosia and
Zefyri. Taking into consideration all these findings we feel prepared to assess the current situation
and to predict at an extend the future perspectives and ways by which the particular Local and
Regional Authority can deal with conditions of financial crunch under the implementation of Memorandum without degrading the quality of the social and political services provided towards its citizens.
