Summary:
It investigates the degree of independence, neutrality and professionalism of the heads of independent authorities. The CVs of the Heads of Independent Authorities and related bibliographic sources were sought and studied. Five independent authorities are accredited to the Constitution, whose heads and other members are elected by the Conference of Parliament Speakers. Furthermore, there are also independent authorities established by law in which the heads are appointed by the respective minister or selected by the Parliament's Committee on Institutions and Transparency. Law 3051/2002 states in Article 3 (1) that "1. As members of the independent authorities, persons of recognized standing and scientific training or professional experience are selected in areas related to the mission and responsibilities of the authorities. "It was investigated whether this provision was applied at administrative practice level, the CVs provided useful information. Few members of the Bureau have been found to have emerged from their curriculum vitae that they were related to political power before taking up their duties with the independent authority. (eg MP, scientific associate in a political office of a minister). One senior case has been dealing with politics after his term of office with an independent authority. The majority of leaders have studied law or political science. There are even some who have a financial background and some are graduates of polytechnics. The constitutional enshrinement of the institution of independent authorities, however, does not seem to have influenced the choices of persons for the positions of the chiefs.
