The economic crisis and the European Court of Auditors
Summary:
This paper attempts to present the role and contribution of the ECA to the new financial landscape that has been established to deal with the economic and financial crisis. This is done by analysing the special reports ECA published on the issue. In particular, ECA’s response to the new challenges was to create a Financial Economic Governance Team, in order to audit the mechanisms and procedures set up to deal with the crisis. In this way, ECA contributed decisively to enhancing transparency and fiscal accountability, therefore reducing the democratic deficit and restoring the confidence of European citizens, whose money has been spent to deal the current economic crisis and set up the necessary preventive mechanisms. From the above, it is clear that the ECA has made a considerable effort and has adopted an institutional strategy to enhance its effectiveness as the external auditor of EU. It focused on auditing the mechanisms and the procedures to tackle the economic crisis. In this context, accountability plays a leading role, while the European citizen is placed at the center.
