Summary:
This thesis researches the perspectives of primary school teachers on school autonomy. It consists of two parts: literature review and research. In the theoretical part, the concepts of school autonomy, forms of education systems, centralization and decentralization are explored. Then the transition from centralization to decentralization is mentioned, as well as the development of school autonomy. At the same time, the types of school autonomy are distinguished and the reasons for implying school autonomy are highlighted. In addition, the impact of school autonomy in education is described and a connection is made between school autonomy and student performance. This paper also focuses on the international practices as well as the case of the Greek educational system and finally, the issue of accountability, evaluation procedures and the role of leadership in the autonomous school are approached.
For the purposes of this research, an anonymous questionnaire was used, which seeks to highlight teachers' perspectives on the decentralization of the Greek educational system, pedagogical - administrative autonomy and evaluation - accountability. The questionnaire was completed by 190 primary school teachers based in Athens, Greece. Data analysis shows that teachers believe today's school is not autonomous enough and they desire more autonomy in pedagogical issues first, then in administrative issues and, to a lesser extent, they want to be accountable. Teachers believe that teachers’ clubs are more appropriate to decide for pedagogical issues, while headteachers, school councils and central authority are most suitable for administrative matters. In terms of evaluation and accountability, they believe that a combination of internal and external accountability is more effective.
