Summary:
The most elaborate description of Article 102 of the Constitution is attributed to the Local Government budget - distinct from the state budget and unique for each Local Government - the complex training system, implementation, and control of which seeks to ensure the functionality and at the same time the transparency of the action of municipalities and regions in the planning and effective management of local affairs of their iurisdiction.
The present study attempts a summary report of the principles that must determine each year's budget as well as the current legal framework that regulates in detail the issues of training, voting and enforcement, which is extremely multi-level and complex.
