The humanitarian and social role of local authorities in handling the refugee crisis. Case study: City of Athens

Greece has been converted into a migrant host country since the late 1980s. The recent years an enormous influx of migrants tensions the unprepared Greek State. Given that there is no specific and clear migration policy the state failed to create conditions respecting human dignity.

Many refugee and migrant countries, usually follow two main approaches as regards the migration policy. The one direction is the assimilation, namely the adoption of the host country culture, and the other is the accession, that is a combination of the adoption of the host country culture and the retention of the own ethnic culture. It is worth noting that an important role in the integration procedure plays the ethnic origins of the refugees. In European countries and in Greece the adopted approach is the approach of the integration.
The main objective of this study is to examine whether social policies are being implemented at the local municipality level in order to tackle this humanitarian crisis.
In Chapter 1, we provide a short overview in the theoretical approach of the migration in general.
In chapter 2, we examine the existence of migration policy in Greece and which one is implemented.
In chapter 3 an attempt is made to capture the current situation and refer to the International Organizations for the Protection of Refugees and the new adopted strategies.
In Chapter 4, we examine the Refugee Issue and the key role or the involvement of the Local Government in the integration of migrants.
In Chapter 5 we discuss the case study of the Municipality of Athens and provide Sima Anastasia‘s interview with the Vice Mayor on migrants and Refugees Affairs providing insights of the current situation.
In Chapter 6 we present the vote at the Municipal Council of the City of Athens of the formulated Strategic Action Plan for the Integration of Migrants and Refugees 31/01/2019
In Chapter 7 we provide the major conclusions resulted from this study.
