Summary:
Local Government Organizations are nowadays perhaps the most important factor in achieving local and sustainable economic growth, social prosperity, social cohesion. Through OTA the citizens are in first contact with the central administration, they face the problems and the distortions of the services and their degree of satisfaction depends on the degree of organization of the services, on the quality services they offer.
Particularly today, when Greek society experiences conditions of economic crisis, with its components being high unemployment, poverty, social exclusion, lack of financial resources for health, education and welfare state in general, OTAS . they must respond to their social role, which is the protection of the citizen and to become the lever of development, progress of the local society.
This goal can not be achieved without the existence and functioning of proper organizational structures, suitably staffed. Local government, moving towards the 21st century, is changing its role, modernizing, taking on new responsibilities, and having the tools to respond to the new facts.
Hence, the management and utilization of Human Resources as a strategic tool for the development of Local Authorities is considered to be particularly important as energy, with the aim of developing its own staff as well as offering quality in public services and in particular in Local Authorities. Through this study, we also have the opportunity to understand the importance of the principles of human resource management and utilization in local authorities, but also that through these principles there can be development in these organizations.
