Summary:
Scope: This paper intends to present the pharmaceutical policies and measures applied in
Greece during the financial crisis and highlight the pharmaceutical expenditure regarding the
generic drugs in the hospitals of the 1st Health Region and particularly identify the amount of
generic drugs consumed, compared to the goal set by the Ministerial Decision Νο.3457 in
16.01.2014 and by the national health service provider’s (EOPPY) decision No.15942 in
09.05.2014.

Methodology: The author did bibliographic review in the databases PubMed and Google
Scholar in order to identify and collect data regarding the pharmaceutical policies applied
during the financial crisis and furthermore studied and analyzed the prototype and generics’
pharmaceutical expenditure (in terms of value) through detailed tables and diagrams
describing the costs for both categories of drugs used in the hospitals in Attica region, as
collected from the 1st Health Region (Attica’s region).

Results: The penetration of the generic drugs in 1st Health Region hospitals declined to 23,2%
in 2018, showing a gap of 36,8% compared to the goal set by the ministerial decision. The
generics of the different therapeutic categories penetrated the market unequally. The
consumption of pharmaceuticals in hospitals (in volume), was decreased only by 1,838,868
packages, which stands for a decrease of 2,0% comparing 2008 with 2017. The sales of
medicines in value are found to be increasing despite the reforms implemented throughout
the last decade in the context of control and decrease of the pharmaceutical expenditure.

Conclusion: Although the goal is found to be achieved, the implemented practices focusing
on increasing the demand for generic drugs to improve the ability of generic drugs to promote market competition through their prices have not been implemented wisely in Greece. Particular attention has been paid to cost reduction, pricing and reimbursement without focusing on the creation of a culture of generic drugs use that leads to reduced prices, affecting overall market prices through increasing the competitiveness and the profitability. The goal of decreasing the public pharmaceutical expenditure was succeeded but the majority of the reforms aimed at reducing the pharmaceutical expenditure by cutting prices and shifting the most of the cost to the pharmaceutical industry to wholesalers, retailers (pharmacies) and ultimately to patients increasing the private spending and decreasing the profit of the rest of the stakeholders.
