Introduction and implementation of the DRG system -The opinion of the hospital Managers
Summary:
A diagnosis related Group (DRG) is a hospital compensation system prospect aiming at the enhancement of efficiency, through more accurate pricing of patient hospitalization. It was introduced for the first time in the early 1980s and was subsequently adopted by the rest of Europe , it was adapted to each country’s own needs and is applied to date.
The present study aims to capture the opinion of the hospital Managers on the implementation of KEN and the imminent implementation of the new DRG system, the basic objective of this study is to investigate the Greek hospitals degree of readiness, in order to implement the aforementioned system. The research methodology was based on the development of a questionnaire and was guided by a corresponding questionnaire of the Greek DRG Institute, it was sent electronically to all hospitals units of the country in order to be completed by the their Managers. The questionnaire was sent to the 87 Managers of Public Hospitals, the Managers of 3 private clinics and a total of 33 questionnaires were answered.
According to the results of the survey, a positive influence of the ΚΕΝ on the way of financing and the operation of the hospitals is expressed, despite the mismatches observed both in the level of the costing and in the cases of hospitalization. More specifically, participant responses reflect that the undercutting of KEN prices compared to the actual hospital costs of more than 25%, while 93.8% of executives agree that there are cases of hospitalization that do not correspond to the existing available KEN. The implementation of a DRG system according to the Managers opinion, would contribute to the effectiveness and efficiency of hospitals (67%), the improvement of services provided (58%), the effective implementation of modern management (82%).
A transition to an efficient hospital funding system deems necessary and will substantially contribute to ensure the sustainability of the health system. Successful implementation requires firm and concrete steps for its introduction and implementation, the existence of an infrastructure and the efficient organization of health systems, with the use of modern management tools
