Summary:
As in our country seismicity is high, several regulations target the decrease of repercussions
from seismic phenomena. Therefore, operational readiness in the event of an earthquake from
all authorities involved, community, municipality or precinct – wise, is one of the main
parameters deemed essential in anti-seismic protection.
In the present dissertation, the relevant legislation, earthquake planning strategies and their
application on the part of all authorities involved are examined. Special emphasis will be given
to the responsibilities and the role of these authorities, not only at a pre-seismic but at post
seismic level too.
The Municipality of Nafplio has been selected as our case study. More specifically, the town
of Nafplio seems to be of particular interest due to several elements (structural, cultural etc)
that are exposed to the danger of an earthquake. Typical old historical buildings, museums,
tourist accommodations are especially interesting with regard to the preparation required to
withstand an earthquake as well as their ability to handle the seismic impact afterwards.
Primarily, chapter 1 deals with basic definitions and terms related to operational readiness
should an earthquake strike. In chapter 2, the notion of operational planning and the role of the
local authorities respectively are analyzed in terms of the existing legislation. Moving further to
chapter 3 there is a brief overview of the area under study, the town of Nafplio, and namely
reference to some geographical and historical facts. Chapter 4 includes all the collected data
on the current state of operational readiness of the authorities. This data has been gathered
through personal interviews and submission of questionnaires to the people in charge. This
material will mainly concern the course of action toward the management of potential dangers
caused by an earthquake on behalf of the authorities. Finally, chapter 5 rounds off with an
evaluation of the aforementioned material and the analysis of the data derived in order to study
the breadth of structures affected by the existing operational readiness. In addition, an overall
assessment of the current state of readiness along with some conclusions drawn concerning
its effectiveness is outlined. Suggestions on organizational optimization of the authorities are
offered as well.
