Summary:
Introduction: Human resources are a cornerstone for all organizations, and in particular for health care providers, where they affect the quality of services provided. In recent years, the financial crisis that has hit our country has greatly affected the working conditions in public hospitals and as a result dramatically changed the rates of retirement and recruitment. Memorandum legislation, such as payroll changes, pensions and restrictions on the recruitment of permanent staff, have been concentrated in the present thesis in an effort to create a list of the legislative changes that affected health care personnel in times of crisis and were associated with the change of the number of employees in the hospitals of the 1st Health Region (1stHR)

Methodology: Statistics were collected and analyzed regarding the rate of retirements and recruitments of the personnel in the hospitals of the 1st Health Region. The statistics were analyzed both for the entities of the 1st HR as well as per institution. There was also a separate study by sector, for physicians, nurses and other staff, as well as by the employment relationship, being permanent public servants, public servants under private law, public servants through OAED programs or individual contract public servants.

Results: This study shows that with the onset of the financial crisis in 2009, the rate of employees getting retired is increasing with the biggest number observed during 2010-2011. The highest change in the number of employees is observed in 2012 (-843). Since 2015, this gap has narrowed and the balance is positive after 2016. Nurses and “other staff” have been hit the hardest with their numbers dramatically decreasing, a decline that tends to be offset by a significant rise after 2016. It was expected that the most affected category would be that of the permanent public servants, since a large number of permanent public servants retired whereas their replacement was allowed to happen only through the hiring of part-time workers.

Conclusion: There is a significant shrinking of human resources in the hospitals of the 1st HR with the onset of the financial crisis whereas a gradual recovery has started to be shown from 2015, a fact that’s signaling an effort to support public hospitals that must continue.
