The UN's contribution to the state-building process. The case of Kosovo.
Summary:
The paper examines the process of state building in the post-Cold War era in accordance with the principles of liberal internationalism. In particular, the UN contribution is examined to the process of building democratic institutions in the Kosovo region after 1999 and the dissolution of the former Yugoslavia. Kosovo is today a new independent state entity still under international supervision without gaining full international recognition. According to Charles Tillley's theory of democracy, Kosovo is in the process of building those relations with its citizens that are guided by broad, equal and mutually binding consultation. These are the political changes that will regulate the relationship between public life and categorical inequality, interpersonal networks of trust and power centers. The empirical data are examined in the clear but limited theoretical perspective of Charles Tillley's theory of democracy and verified by Freedom House social research.
